Enrich Iowa
The Enrich Iowa Programs include:
- Direct State Aid: for public libraries - is intended to improve library services and reduce inequities among communities.
- Open Access: for public and academic libraries - enables eligible Iowans to check out physical materials from over 600 participating libraries, providing them with direct access to more materials and information resources.
- Interlibrary Loan Reimbursement: provides Iowans with equal access to library resources by encouraging and supporting interlibrary loan among all types of libraries.

FY25 Enrich Iowa Terms of Agreement
The Terms of Agreement documents contain the rules and guidelines for each Enrich Iowa Funding program.
- Direct State Aid Terms of Agreement FY25
- Public Libraries Only.
- Open Access Terms of Agreement FY25
- For public libraries that are Tier 1 or greater.
- For college and university libraries - including Regents university libraries.
- Tier 0 public libraries and other types of libraries are not eligible to participate in Open Access as of July 1, 2017.
- Interlibrary Loan Reimbursement Terms of Agreement FY25
- All type of libraries may participate in ILL Reimbursement in FY25.
