General Summary: The Circulation Services Manager for the Carnegie-Stout Public Library will be an individual who is passionate about reaching individuals to promote library services and materials. This position will also help develop and implement the library’s overall strategic plan to maintain and improve access to materials. This position will work closely with the public, library staff and the library’s management team to interpret and implement library policy. Supervised by Library Director.

Job Duties

- Plans, organizes and manages the work of Circulation Services
- Hire, scheduling and supervision of Circulation Services staff
- Maintains records in integrated library database. Manages overdue, lost and damaged items, works with public and staff to provide, and improve access to library materials, answers any questions patrons have regarding our policies and procedures
- Uses the ILS software report system to continuously to keep accounts current and accurate and to monitor circulation functions
- Prepares cash reports, bank deposits, and annual reports
- Works with library software vendors as liaison to maintain, develop, and improve software capabilities for public and staff.
- Collect and disseminate library usage statistics, and prepares reports as necessary
- Interprets library policies to staff and patrons
- Oversee and delegate our extension services and other outreach opportunities.
- Continuously reviews and revises procedures for Circulation activities; establishes goals and measures for the ongoing evaluation of library services
- Works as part of the Library’s Management Team to review policies, discuss budgets and troubleshoot problems as they arise. Take part in special projects and provide support for each other as needed
- Continually works to identify ways to increase awareness and access of library materials and services
- Customer and Personal Service -?Knowledge of principles and processes for providing customer and personal services which includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

- Computers and Electronics -?Knowledge of electronic equipment, computer hardware and software, including applications and programming, and cash handling techniques.
- Library Services?– Knowledge of public library services principles, practices and processes, keeping detailed records while protecting the privacy of patron information.
- Critical Thinking, Analysis, Complex Problem Solving?and Decision Marking?– Analyzing problems, thinking about the pros and cons of different ways to solve a problem, and identifying/implementing solutions. Figuring out how a system/process should work, measuring how well it’s working and how to improve it to arrive at equitable outcomes. Use deductive and inductive reasoning to solve problems. Create new and original ideas.
- Administration and Management?- Knowledge of business and management principles involved in resource allocation, human resources, leadership technique, supervision, training, performance evaluation, and coordination of people and resources, and planning, with the ability to make changes based on other's actions. Understands and practices confidentiality in all staff related interactions
- Equity, Inclusion and Diversity-Takes part in the City of Dubuque’s EID trainings and uses that knowledge within the department to hire staff and promote the tenets of EID in an effort to make the library a welcoming space.
