This page provides an overview of the process to participate in the Enrich Iowa programs including Open Access, Interlibrary Loan Reimbursement, and Direct State Aid.

Sign Enrich Iowa Letter of Agreement

Once the Iowa Legislature sets the state budget for the following fiscal year and session adjourns (typically in May), the State Library will email library directors a link to the Enrich Iowa Letters of Agreement for the next fiscal year. 

Libraries should review the Terms of Agreement for each program before signing. The letter must be signed by the library director or other signatory authority, such as the Board President in order to opt in to any Enrich Iowa programs the library is qualified to participate in. The due date will be indicated on the Letter.

Administer Enrich Iowa Programs

Participating libraries administer Enrich Iowa programs as agreed throughout the fiscal year of July 1 - June 30. Each program has different requirements for record keeping to aid in later reporting:

  • Open Access: Utilize the Open Access Worksheet & Instructions to track and determine eligible patrons; keep receipts for postage on returned items.
  • Interlibrary Loan Reimbursement: Log transactions that are requested outside of the SILO Interlibrary Loan System.
  • Direct State Aid: Expend all funds by June 30 and track how funds are spent. Notice and record how library service in your community improved or the difference that was made as a result of Direct State Aid funding.

Receive Funding for Participating in Enrich Iowa Programs

Funding is distributed in the first quarter of the fiscal year. Libraries are encouraged to receive funding via direct deposit, but paper checks can also be mailed.

Submit Enrich Iowa Reports

In order to receive funding, libraries are required to submit a report on the Enrich Iowa programs they participated in once the fiscal year ends. The reports are due each year on July 31.
